Legal Status

The SPCA is mandated by law to support the South African Police Force (SAPS) in enforcing legislation that protects our animals. Our inspectorate is tasked with investigating the neglect of and cruelty to animals, and take appropriate action.


The Tshwane SPCA operates in terms of the SPCA Act of 1993 that governs all SPCAs in South Africa. We perform our functions in accordance with the Operations Manual and ethical guidelines established by the National Council of SPCAs (NSPCA), which ensure adherence to this Act.

Non-Profit Organisation

The Tshwane SPCA is registered with the Department of Social Development and Welfare as a non-profit organisation dedicated to animal welfare. As a charity organisation, we receive no funds from the government. We rely on the financial support of caring people who love animals and assist us through donations, sponsorships and bequests.

Tax Benefits of Donations

Donations in cash and in kind are tax deductible in terms of Section 18A of the Income Tax Act and other tax legislation. As a registered Public Benefit Organisation (PBO), we will issue a Section 18A Tax Certificate for taxpayers to qualify for this deduction.

Association with other SPCAs

The Tshwane SPCA is affiliated with the National Council of SPCAs (NSPCA) of South Africa, and the Royal Society for the Prevention of Cruelty to Animals (RSPCA) of England and Wales. We work closely with other SPCAs and animal welfare organisations in South Africa, and we liaise with international animal welfare organisations.
